Highland Meadows is a single-family residential subdivision in Plano, Texas, governed by a Declaration of Covenants, Conditions and Restrictions (CC&Rs). These rules bind all current and future property owners and are enforced by the Declarant (the developer) and later by a majority of lot owners. The document covers what you can build, how you must maintain your property, and the overall character of the neighborhood.
- Land use & building type: Lots are for residential use only. Only one single-family dwelling per lot, built in place (no modular/prefab), with a max height of 35 feet or 2 stories. Duplexes, garage apartments, and commercial uses are prohibited.
- Minimum home size & materials: Homes must have at least 1,000 sq ft of air-conditioned area on lots 6,000–7,000 sq ft (500 sq ft for 1.5–2 story homes). Exterior walls must be at least 75% brick, stone, or other masonry, with no dwelling below 50%.
- Architectural review: All improvements (fences, pools, sheds, exterior color changes, etc.) costing over $1,000 must get written approval from the Architectural Control Committee before construction. The Committee has 30 days to act, and variances may be granted.
- Maintenance & enforcement: Owners must keep their lot and home in a clean, safe, attractive condition (mow, trim, paint, repair). If they fail, the Declarant (or later, owners) can perform the work and lien the property for costs, with non-judicial foreclosure rights.
- Parking & vehicles: No trucks over 3/4-ton, campers, RVs, trailers, or boats may be parked on a lot or street for more than 12 hours at a time, unless stored in a garage or screened from public view. Parking on streets is otherwise limited.
- Pets & nuisances: No animals, livestock, or poultry, except household pets (dogs, cats) in reasonable numbers that are not kept for commercial purposes. No noxious or offensive activity, and no odors or nuisances that bother neighbors.
- Fences, signs & other restrictions: Fences must be of solid masonry or wrought iron (no chain link unless screened). Only one real estate sign up to 6 sq ft allowed. No antennas or satellite dishes without Committee approval. Dirt removal and oil/mining operations are prohibited.
