What Windsong Ranch Community Association, Inc.'s governing documents say
These are supplemental policies and architectural guidelines for Windsong Ranch, a master-planned single-family HOA community in Prosper, TX. They apply to all homeowners and cover specific procedural rules (violation hearings, board meetings, assessment collections) and exterior modifications. This is not the full set of community rules—refer to the Master Covenant and Community Manual for complete governing documents.
- Covenant violation hearings: If you receive a covenant violation notice and are entitled to cure, you may request a hearing within 30 days of the notice. The board must hold the hearing within 30 days of your request and give you at least 10 days' notice, along with documents they plan to use. If they don't provide the packet 10 days in advance, you get an automatic 15-day postponement. You may audio record the hearing.
- Board meeting notices: Regular board meetings require notice by mail 10-60 days in advance, or at least 144 hours if posted/emailed. Special meetings require 72 hours if posted/emailed. Certain actions (fines, budget approval, foreclosure, etc.) must be done in an open meeting with prior notice.
- Assessment delinquency & credit reporting: Before turning a delinquency over to a collector or reporting it to a credit bureau, the association must send written notice by certified mail giving you at least 45 days to cure. They also must notify you at least 30 business days before reporting to a credit agency, and cannot charge you for the cost of that report.
- Pool enclosures & security fencing: Pool enclosures must be black, transparent mesh in metal frames, no more than 6 feet high, and require approval—but approval cannot be denied if they meet legal safety requirements. Front-yard security fencing is discouraged, but if installed, must be ornamental black wrought iron with specific dimensions (pickets 3/4" square, rails 1-1/2" square, height 48-60", etc.).
- Religious displays: Owners may display religious items on their property, subject to restrictions: no items on common areas, safety hazards, or patently offensive content. The association cannot enforce covenants that would violate your state-law rights to display religious items.
- Architectural review & modifications: All exterior modifications (including landscaping, structures, fences, etc.) require written approval from the Windsong Ranch Reviewer before starting. You must submit a completed application with construction documents, and approval expires if the project isn't completed within 90 days. Unapproved modifications may be fined or removed at your expense.
