What Heritage Lakes Homeowner's governing documents say
Heritage Lakes is a single-family homeowner association (HOA) in Frisco, TX (part of Savannah, TX). This document is a collection of amendments and policies that supplement the main governing declaration. It includes specific rules about fencing, parking, landscaping, recreational equipment, window coverings, as well as administrative policies for document access and payment plans for delinquent assessments.
- Fencing rules: Fencing between lots must be wood (cedar or better), vertical slats 4"-8" wide, good side facing out, max 8' tall, not painted or stained (clear/natural stain allowed). Lots adjacent to common areas require an iron fence 4' tall, subject to committee approval.
- Parking & vehicles: Vehicles must park on paved surfaces, driveways, or garages. No commercial vehicles, trailers, boats, campers, RVs, or inoperable vehicles are allowed unless kept inside a garage and concealed from view. Street parking is limited to 24 hours. The board may adopt additional parking rules.
- Landscaping & irrigation: Sprinkler systems drawing from on-site surface water require board approval. Front yards must include at least two 3" caliper trees (corner lots: four 4" caliper trees). Underground sprinkler system required for front and side yards. Landscaping must be completed within 120 days of 95% completion. Rear yard landscaping near common areas needs committee approval; bushes cannot exceed fence height.
- Playground & recreational equipment: Jungle gyms, swing sets, trampolines, tennis courts, and similar equipment require prior written committee approval. Permanent basketball hoops (pole-mounted, clear backboard) are allowed with approval; temporary hoops only in driveways with approval. Use of basketball goals limited to 8:00 a.m. – 10:00 p.m. The committee may waive requirements.
- Window treatments: Window coverings visible from other lots, streets, or common areas must be compatible with the residence design and color. Bed sheets, paper, poster board, aluminum foil, or reflective materials are prohibited.
- Document inspection & copying fees: Homeowners may inspect and copy association books/records. Copying costs: $0.10 per standard page; nonstandard media fees vary. Labor for locating/compiling is $15/hour (no labor charge for requests ≤50 pages). Overhead charge of 20% on labor. Postal/shipping costs added.
- Alternative payment plan: Delinquent owners may request a 6-month payment plan: 25% down, then equal monthly installments. No late fees during compliance, but interest and a monthly monitoring fee of at least $5 apply. Default resets collection actions. Board may negotiate different terms (3-18 months) for good cause.
