- Annual and one-time fees owed to CAWCD: Owners must pay: an Enrollment Fee (one-time, administrative/development costs), an Activation Fee (per unit, paid before sale authorization), Annual Membership Dues (levied yearly), a Replenishment Assessment (annual, based on excess groundwater delivered), and a Replenishment Reserve Fee (one-time for Category 1 member land, paid before sale authorization).
- Lien and payment enforcement: Unpaid replenishment assessments and annual membership dues create a continuing lien on the property and are personal obligations of each owner. CAWCD can pursue interest, costs, penalties, and legal remedies for non-payment under Arizona law.
- Water provider and replenishment obligation: Water is supplied by the Town of Queen Creek. Each owner's replenishment obligation is calculated annually as their share of the property's total excess groundwater use (water delivered above what the property is allowed to use under state rules).
