Hay Stacks is a homeowners association (HOA) for a single-family residential community in Cactus Forest, AZ, developed with four‑plex structures. These rules apply to property owners and residents.
- Use restrictions: Lots must be used only for single‑family residential purposes. No gainful occupation, profession, or trade (other than a private office) is allowed.
- Architectural review: All exterior improvements, alterations, landscaping, and changes in color or grade require prior written approval from the Design Review Committee. No structures other than one detached four‑plex per lot are permitted.
- Vehicles & parking: Trucks over 3/4‑ton rating, mobile homes, travel trailers, campers, boats, and boat trailers cannot be parked on any lot or street. Inoperable vehicles and vehicle repair on lots is prohibited.

- Signs: Only one 'For Sale' or 'For Lease' sign per residence is permitted, with a maximum size of 500 square inches, placed at least six feet from the street. Other signs require Design Review Committee approval.
- Rentals: Each unit within a four‑plex may be rented or leased, subject to the Declaration. No minimum lease term is specified.
