South Victor Way Co-Op is a shared well water cooperative in Cactus Forest, AZ. It is not a standard homeowners association but a water utility co-op for up to four single-family residences. Each home owns one share that passes with the land, and members collectively manage the well and water system.
- Co-op purpose & membership: The co-op owns and operates a shared well water facility serving four single-family homes. Shares are tied to the property and cannot be sold separately; each residence gets one share.
- Monthly dues & fees: Base monthly dues are $25 per shareholder. There is an additional $15 per month for each large animal (horse or cow), up to three animals allowed. Non-participating shareholders (not drawing water) pay $10 per month until they start using water.
- Voting & meetings: Each share has one vote. Annual meetings are held each January; special meetings may be called. A majority of shareholders carries votes. Voting can be in person or by written proxy.
- Water usage restrictions: No grass lawns allowed — desert landscaping only. Individual plant watering and up to eight trees are permitted. Flood irrigation is prohibited. Filling in-ground or above-ground pools over 75 gallons must use outside water brought in at owner's expense.
- Large animals: Maximum of three large animals (horses or cows) per property. Extra monthly fee of $15 per animal applies.
- Delinquent payments & disconnection: Payments delinquent 60 days may be taken to small claims court. If unpaid, the co-op may discontinue water supply with majority approval; reconnection requires payment of all owed amounts plus three months advance dues.
- Voluntary disconnection & reconnection: Shareholders may disconnect by cutting and capping the line with a licensed plumber and manager approval. Disconnected owners stop paying dues. To reconnect, they must pay reconnection costs, share of past repairs, and three months dues in advance.
- Repairs & maintenance: Shareholders must promptly repair leaks or damage on their own lines. Co-op handles repairs within established easements, except for damage caused by the shareholder or their guests. System repairs over $500 require majority consent.
