What Carefree Mountain Estates's governing documents say
These design guidelines govern the construction and exterior appearance of single-family homes in Carefree Mountain Estates, a non-condo community of individually owned lots. The rules bind all lot owners, architects, and builders, and are enforced by a Design Review Committee. This is not a complete set of community rules — it focuses on design and construction standards, not everyday living restrictions.
- Architectural review process: All construction and exterior changes require approval from the Design Review Committee through a multi-phase process: pre-design meeting, preliminary submittal (with fee of $0.15 per livable square foot), posting for neighbor comments, final submittal, construction permit, and final inspection. The committee responds in writing within 10 days of a complete submittal.
- Building envelope & lot use: The building envelope (where improvements are allowed) cannot exceed 50% of the lot area, or 22,500 sq ft on lots over one acre. All structures must be within this envelope. The rest of the lot must remain as natural desert (Natural Area) and cannot be irrigated.
- Setbacks & parking: Minimum setbacks: front yard 40 ft, side yards 20 ft, rear yard 40 ft, distance between buildings on adjacent lots 40 ft. Each residence must have a 2-car enclosed garage and 2 additional guest parking spaces screened from view. No on-street parking for residents; no recreational vehicles or boats stored outside.
- Building height & size: Maximum building height: 16 ft for flat roofs (to top of parapet), with up to one-third of livable area allowed to 19 ft. The overall plane from highest parapet to lowest natural grade cannot exceed 24 ft. Residences must be at least 2,500 sq ft of living area unless smaller is approved by the committee.
- Architectural design & materials: Roofs must be flat (no pitched roofs except shed roofs over porches). Colors must be muted to blend with the desert; reflective finishes (except non-mirrored glass) are prohibited. Exterior surfaces should be stone masonry, painted slump block, or stucco. Visible mechanical equipment, antennae, and above-ground storage tanks are generally banned.
- Landscaping & natural area protection: If visible from neighbors or public spaces, landscaping must match the Natural Area; non-native plants are allowed only in private areas. A Transitional Area between the building and natural desert must be replanted to match and irrigated for about one year then abandoned. Protected native plants must be preserved or replaced if damaged.
- Construction regulations: Builders must post a $2,000 cash bond before starting, install a 5-ft fence around the building envelope, and follow strict rules on dust, noise (working hours from 30 min before sunrise to 30 min after sunset), trash removal, and vehicle parking. Fire sprinklers are required. No firearms, no pets of construction personnel.
