This document is the official Rules & Regulations for Desert Shores Homeowners Association, a condominium community in Chandler, AZ. It applies to owners, tenants, and guests, and explains what is allowed and what is not in everyday use of your unit and the common areas. It does not replace the full CC&Rs but adds specific enforceable rules adopted by the Board.
- Pets: Dogs are not allowed as pets—only service or support dogs with approved paperwork. Cats and other minor indoor pets are allowed but must not create noise or nuisance, and must be supervised outdoors. Dog visitors (including short-term renters) are also banned, except for service/support animals with prior approval. Fines for violating dog rules start at $200 and can increase to $200 every 15 days until the dog is removed.
- Rental units: Occupancy is limited to 2 people per bedroom (e.g., max 4 in a 2-bedroom, 6 in a 3-bedroom). Units must be rented in their entirety—no renting individual rooms. Owners must register each rental annually by January 3rd and within 15 days of any tenant change, using specific forms (Exhibit C for long-term, Exhibit C-0 for short-term). A $25 fee per new tenancy applies. Late registration fines start at $15 and escalate. Owners are liable for tenant violations.
- Enforcement & fines: Violations trigger a courtesy warning, then a $100 fine if not fixed in 15 days, then $200 every 15 days after that. For dog violations, the first fine is $200 with a 10-day cure period. Recurring violations within 12 months skip the warning. Additional actions can include attorney fees. Owners may contest fines by certified mail within 21 days.
- Insurance: The association carries a master policy covering common elements and building structure, but not your unit's interior (floor coverings, wall coverings, cabinets, appliances, etc.). You must carry your own insurance to cover those and the association's $25,000 deductible. Proof of insurance must be submitted by January 3rd each year—failure results in $200 fines every 15 days.
- Parking & vehicles: Guest parking is for guests only; owners cannot park there. Commercial vehicles over 1 ton, inoperable or unsightly vehicles, and recreational vehicles (boats, trailers, etc.) are not allowed without board approval. No vehicle repairs except emergency battery jumps. Moving vans may park up to 24 hours with advance notice. Violations can lead to fines and towing at owner's expense.
- Architectural changes: Any exterior alteration (windows, doors, patio changes) requires prior written approval via an Architectural Change Control Request form. Changes to interior flooring (especially hard surfaces in upper units) also require approval. Requests are denied if the owner is not current on assessments. Changes must comply with city permits and cannot damage other units or common elements.
