What Windrose East Homeowners Association's governing documents say
Windrose East is a single-family home HOA in Chandler, AZ. This document sets the minimum landscaping standards that all homeowners must follow for their front yards. It was updated in March 2022 to encourage water conservation and provide more flexibility.
- Minimum plant and tree requirements: For xeriscape front yards (no turf): at least 6 plants (ground cover/shrubs/cacti/succulents/vines) and 1 tree or large cactus (10+ ft tall). For front yards with turf: at least 5 plants and 1 tree or large cactus. Plant size is no longer specified.
- Approval required for changes: Any change to front yard landscaping visible from the street or common areas requires a Design Review Application to the Architectural Committee. The committee has up to 60 days to review.
- Rock ground cover restrictions: Only earth-tone colors; lava/cinder rock prohibited. Decomposed granite must be 3/8” or larger; river rock must be ≥1½” and no more than 10% of front yard coverage.
- Hardscape, water features, and statuary: Must be approved before installation. Bollards and rope are prohibited in front yards. Rear yard hardscape visible from ground level of neighbor also needs approval.
- Prohibited plant materials: Banned: mulberry trees, sissoo trees, olive trees (except fruitless), oleanders, fountain/pampas grass, Mexican palo verde. Citrus allowed only in rear yards.
- Maintenance requirements: Front yards must be weed-free; all vegetation irrigated, trimmed, mowed. Dead plants replaced promptly. Overhanging plants must clear 13’6” above streets and 7’ above sidewalks. No yard equipment/wood piles visible from neighbors or streets.
- Corner lot obligations: Owners of corner lots must also landscape and maintain the area outside the perimeter fence adjacent to the side street.
- Landscape lighting: Must be approved. Lights should be screened; spotlights/floodlights cannot shine onto other lots, common areas, or streets.
