Saguaro Ranch is a single-family residential HOA community in Glendale, Arizona. You own your individual lot and have a nonexclusive easement to the common area, which the association maintains and operates, funded by mandatory monthly assessments levied on all lot owners.
- What you own & maintain: You own your residential lot; the association owns and maintains the common area (landscaping, utilities, infrastructure, recreational facilities). Lot owners are automatically members with voting rights (1 vote per lot).
- Occupancy: Your lot must be used for single-family residential purposes only—either a family of any size related by blood, marriage, or adoption, or up to three unrelated persons sharing a common household. No business, professional, commercial, or institutional uses are permitted.
- Leasing & rentals: You may lease your entire lot to tenants for at least 30 days (prohibiting short-term/vacation rentals); leases must be in writing and state they're subject to the CC&Rs, with a copy to the association within 10 days. You remain responsible for tenant compliance with all rules.
- Pets: You may keep up to two dogs, cats, or other small household pets without board approval; additional pets require approval. All pets must be supervised at all times and can only be walked in areas prescribed by the board; they cannot soil the common area.
- Vehicles & parking: All vehicles must be stored in garages or board-approved areas (no street/driveway parking), and inoperable, damaged, or dismantled vehicles are prohibited. Garages are for vehicle storage only and cannot be converted to living space.
- Exterior modifications: Board approval is required for modifications to windows, doors, awnings, fences, landscaping, lighting, utilities, AC/heating, antennas, and other exterior structures. Window coverings must be white, off-white, beige, or natural wood-toned on the exterior; utilities must be underground.
- Assessments & increases: All lot owners pay mandatory monthly assessments, which can increase up to 5% annually without a vote, or more with two-thirds member approval. Unpaid assessments accrue 12% annual interest after 30 days, create a lien on the property, and allow the association to foreclose.
- Common area access & suspension: You have the right to use common area and recreational facilities, but the association may suspend these rights and your voting rights if you have unpaid assessments or violate community rules (suspension for rule violations limited to 60 days). The board may charge reasonable fees for recreational facility use.
