What Windsor Square Estates's governing documents say
Windsor Square Estates (Glendale, AZ) is a condominium community — you own your individual unit and share ownership of the building's common elements. This Declaration of Condominium establishes the horizontal property regime and sets rules for unit ownership, common expenses, parking, and insurance. It applies to all unit owners and their tenants.
- What you own & maintain: Each unit includes the interior space within unfinished surfaces, plus any patio/balcony and a dedicated parking space. The association maintains all common elements (roofs, landscaping, recreational areas, etc.) and carries master insurance.
- Common expenses & assessments: Each owner pays a proportionate share of common expenses based on their unit's percentage interest in common elements. Until 1986 the max annual assessment per unit is $24,000 times its percentage; after that, it may increase by the CPI annually, or by a greater amount with 2/3 vote of each membership class. Special assessments for capital improvements require a 2/3 vote.
- Parking & vehicles: Each unit is assigned at least one restricted parking space that stays with the unit and cannot be sold separately. Guest parking spaces are common elements managed by the board. Additional restricted spaces may be purchased from the declarant.
- Insurance: The association must maintain casualty insurance covering 100% replacement cost of the property, public liability insurance (minimum $1M per occurrence), workers' compensation, and fidelity bonding. Owners may buy additional insurance for personal property and liability, but such policies must not impair the association's coverage.
