What Cloud Creek Ranch's governing documents say
Cloud Creek Ranch is a single-family equestrian residential subdivision in Mesa, Arizona designed for non-commercial horsekeeping and animal husbandry. Owners must build to specific standards, obtain architectural approval for structures and landscaping, and pay quarterly HOA assessments for common-area maintenance, irrigation, and reserves.
- Equestrian community & animal rules: The subdivision is designed for non-commercial horsekeeping. All animals (including dogs) must be kept within a fenced area, caged, or otherwise controlled; swine, peacocks, and geese are prohibited. Animal-care facilities must comply with Maricopa County Health Department standards.
- Home construction requirements: New single-family homes must contain a minimum 3,000 square feet of living area at grade level, have a minimum 70-foot front-yard width, use clay/concrete tile or wood/concrete shake roofing, and include a fire suppression sprinkler system approved by Rural-Metro Fire Department.
- Architectural review & prior approval: Any single-family residence, accessory structures (barns, garages, sheds), fences, and primary landscaping requires prior written approval from the Architectural Control Committee. If the Committee doesn't respond within 30 days, approval is deemed granted (unless the proposal conflicts with specific deed restrictions or zoning law).
- Lot restrictions: Your lot cannot be subdivided into smaller parcels and must remain at its recorded original dimensions. Portions may only be conveyed for public utility purposes.
- Vehicle parking & storage: Passenger cars and pickup trucks (up to 1 ton) may park on the side of your lot with setback requirements and Committee approval. Campers, horse trailers, motor homes, and boats may park on the back if screened from neighboring properties. All other vehicles and trucks must be stored in an enclosed garage or barn.
- HOA assessments & costs: Annual HOA assessments are paid quarterly and cover common-area upkeep, irrigation water delivery to your lot, landscaping, and reserves. The maximum was $600/year until January 1, 2001; after that, assessments can increase up to 20% annually or by the Phoenix Consumer Price Index (whichever is greater) without a member vote. Special assessments for capital improvements require a three-fourths member vote. Delinquent assessments accrue 18% annual interest and can result in a lien and foreclosure.
- Utilities, setbacks, & screening: All utility lines (electric, gas, phone, water, sewer, cable) must be placed underground. Minimum yard setbacks are 40 feet front, 20 feet side, and 40 feet rear. Air-conditioning equipment and service facilities must be ground-mounted and screened so they don't appear as separate machinery. Yard equipment, clotheslines, garbage cans, and service areas must be screened from neighboring properties.
- Front-yard landscaping requirements: Lots adjacent to Cloud Road or interior streets must submit landscaping plans for Architectural Committee approval. Front yards must include two 24-inch shade trees (typically Honey Mesquite, Arizona Ash, or Evergreen Elm) planted 8–10 feet from the front property line, complementing the entry theme along Cloud Road.
