It outlines rules for property use, assessments, architectural changes, and enforcement.
- Use restrictions: Lots are for single-family residential use only. No business or trade is allowed in or from a lot unless it is not detectable from the exterior, conforms to zoning, and doesn't increase HOA insurance. No temporary structures, trailers, or outbuildings may be used as residences.

Larger increases require a 2/3 owner vote. Special assessments also require a 2/3 vote. A $5,000 working capital fee is due from the first buyer of a lot from the declarant. Late payments incur 12% interest and a late charge of the greater of $15 or 10% of the unpaid amount.
- Parking & vehicles: No commercial vehicles or recreational vehicles (campers, boats, trailers) may be parked where visible from any street, except for temporary parking not exceeding 4 consecutive hours. Standard pickup trucks used for business are allowed if commercial markings are unobtrusive.
- Architectural review: An Architectural Control Committee must approve any exterior alteration, including solar collectors, antennas, satellite dishes, storage sheds, play equipment, fences, and landscaping. Changes must not be visible from neighboring property unless approved. Guidelines may be adopted.
- Fines & enforcement: The board may levy fines for violations, with a notice and hearing process. Fines are treated as lot-specific assessments. The association can also suspend common area use and voting rights for defaults. Unpaid assessments become a lien and can be foreclosed.
