Hermosa Groves South is a single-family home community in Mesa, AZ, governed by a homeowners' association (HOA). The Declaration of Covenants, Conditions, Restrictions and Easements applies to all 43 lots and their owners, occupants, and tenants. This document sets rules for residential use, property appearance, parking, pets, leasing, and more.
- Residential use & home businesses: Each lot must be used for single-family residential purposes only. Home businesses are allowed if not detectable from outside, comply with zoning, involve no routine employees or customer visits, and do not constitute a nuisance. Garage, yard, or patio sales are prohibited.
- Leasing & rentals: Only entire living units may be rented; no transient or hotel use. Leases must be in writing and subject to the Declaration. Owners must notify the association of the lease term and occupant names. No minimum lease length is stated, but short-term/vacation rentals are effectively banned.
- Pets: A reasonable number of common household pets (dogs, cats) is allowed, but not for commercial purposes. Pets must be kept indoors or in fenced yards and not run loose. The board determines what is reasonable and whether a pet is a nuisance.
- Parking & vehicles: No boats, RVs, trailers, or commercial vehicles (exceeding 3/4 ton) may be parked visible from neighboring property. All other vehicles must park in garages or on paved driveways; guest parking on certain streets is limited to 6 consecutive hours, and no overnight parking on roadways. Garages must be kept closed except for ingress/egress.
- Architectural & landscaping control: Any exterior change (construction, painting, landscaping) requires prior written approval from the Architectural and Landscaping Control Committee. The committee has 30 days to respond; initial failure to act results in deemed disapproval, but resubmission may lead to deemed approval after another 30 days. A front yard landscaping deposit of $3,500 may be required if landscaping is not completed within 60 days of closing.
- Signs: Generally no signs visible to public except: address signs (max 84 sq in), one for-sale/rent sign (max 24"x24"), project signage, and other signs approved by the committee. All signs require committee approval.
- Fencing, antennas & other structures: Fencing must be masonry and/or wrought iron, max 6 feet (8 feet for perimeter walls). Storage sheds are allowed only if matching the house and not visible from neighboring property. Satellite dishes (≤1 meter) must be placed to minimize visibility; larger dishes require committee approval. Basketball goals must be no farther forward than garage doors and have clear backboards.
