Estates At Amber Groves is a single-family home subdivision in Mesa, AZ, governed by a Declaration of Covenants, Conditions and Restrictions (CC&Rs) that run with the land. These rules apply to all owners, residents, and guests, and are enforced by an Architectural Committee. The community requires a minimum 3,500 sq ft living area, 3-car side-facing garages, and specific exterior materials and landscaping.
- Architectural review: All exterior changes (buildings, fences, walls, landscaping) must be approved in writing by the Architectural Committee (initially Ivars Miculs, later a 3-member committee). A $200 plan review fee applies. Approval is deemed granted if the committee fails to act within 30 days. Non-adherence to approved plans can result in enforcement.
- Minimum building standards: Homes must be at least 3,500 sq ft (one-story) or 3,000 sq ft grade level with 4,000 total (two-story). Front fences over 2 ft may not be within 25 ft of the front street line. Fences on lot lines are co-maintained by adjoining owners; walls facing streets must be stuccoed to match the house.
