What Citrus Shadows's governing documents say
Citrus Shadows is a single-family home subdivision in Mesa, AZ, governed by a declaration of restrictions recorded in 1978. The rules apply to all lot owners and residents. The covenants run with the land and automatically renew every 10 years after 2009 unless a majority of owners votes to change them.
- Architectural review: All construction, alterations, fences, and landscaping must be approved in writing by the Architectural Committee (initially Kelly J. Curtis). No structure may be started without approved design, location, materials, and floor elevations.
- Minimum home size: Each single-family dwelling must have a ground floor area of at least 1,700 square feet, excluding open porches and attached garages.
- Setbacks and lot use: Front wall must be 20–40 feet from front property line. Side yards: at least 5 feet each (total 15 feet), with 10 feet on the street side for corner lots. Rear yard: at least 25 feet. Lots cannot be subdivided.
- Livestock and animals: On lots 1–12 and 20–35, no livestock, horses, cattle, pigs, goats, sheep, chickens, rabbits, or poultry. On lots 13–19, north of a 91-foot line from the south lot line, limited animals are allowed: up to 2 cows, chickens for residential use only, and rabbits for residential use only.
- Fencing: Rear and side yard fences must be masonry and completed within 60 days of occupancy, except lots 13–19 where specific chain-link and barbed wire fences are required. Fences cannot exceed 6 feet in height. All fences require Architectural Committee approval.
- Parking and vehicles: Private passenger cars and pickup trucks may park on front or side of lot. Larger trucks, boats, and recreational vehicles must be kept in a garage or designated area. Inoperable vehicles must be enclosed. No travel trailers, campers, or RVs may be parked in front; they may be parked in the rear yard (except on lots 13–19 north of the 91-foot line).
- Landscaping and property maintenance: No cacti or gravel landscaping in front yards; all front yards must have grass or turf. No weeds, unsightly growth, or refuse piles. Lots must be graded for ponding per Mesa code. Landscaping in utility easements must not exceed 15 feet in height.
- Use restrictions: No business, hospital, sanitarium, theatre, saloon, or other place of entertainment. Only one single-family dwelling per lot, plus a double garage and optional guest/servant quarters (not for rent). No advertising signs except 'For Sale' or 'For Rent'. No outdoor antennas. Roofing must be composition shingle of at least 300-pound rating with textured surface; no built-up roofs on pitched roofs.
