The Vineyards of Mesa is a single-family residential community in Mesa, Arizona, where you own your individual lot and house while the association manages common areas. Living here requires annual assessments with potential penalties for nonpayment, approval for any exterior changes, and strict adherence to landscaping, vehicle, pet, and use restrictions.
- What you own & can lease: You own your individual lot and house. The property can be leased to a single family, but if your lot includes a 'Separate Cantina' (a detached guest structure), it cannot be leased separately from the main residence and cannot contain cooking facilities.
- Architectural & exterior approvals: Any alteration to your home's exterior—including antennas, solar panels, windows, landscaping, fences, paint colors, and structures—requires prior written approval from the Architectural Committee. The Committee has 45 days to respond; if they don't, approval is deemed granted. Ham radio and CB antennas are prohibited outright.
- Annual assessments & liens: Annual assessments are levied per lot with a cap that can increase up to 10% yearly without a member vote (and higher with 2/3 member vote). Unpaid assessments accrue 12% annual interest and create a lien on your property that the association can foreclose.
- Landscaping & yard maintenance: Front yards must be landscaped and street trees planted within 4 months of occupancy. Lawns must be kept mowed, bushes trimmed, and dead plants replaced. If you fail to maintain within 14 days of notice, the association can enter your property and charge you for the work.
- Vehicles, trailers & equipment: No motor vehicles over 3/4 ton can be parked outside; pickup trucks under 3/4 ton are allowed in garages if their height with camper shell doesn't exceed 7 feet. Mini motor homes (≤7 feet tall, ≤18 feet long) are allowed if used regularly for transportation. Trailers, boats, aircraft, and inoperable vehicles cannot be visible from neighboring property. No vehicle repair on-site except emergencies.
- Pets & animals: A reasonable number of domestic house or yard pets are allowed, but the board has final discretion on what qualifies as a house pet versus a nuisance, and whether the number is reasonable. Animals cannot make unreasonable noise. Structures for housing animals must be concealed from neighboring property.
- Party walls & shared fences: If a fence or wall between your lot and a neighbor's is damaged by you or your guests, you pay for repairs. If damaged by other causes, all adjoining owners split the cost equally. Color changes on visible sides require Architectural Committee approval; disputes over repairs go to the board for binding decision.
