Annecy is a single-family home community in Mesa, AZ, governed by a standard homeowners association (HOA). This Declaration of Covenants, Conditions, Restrictions, Reservations and Easements sets the rules all lot owners must follow. The HOA maintains common areas, enforces design standards, and collects assessments from every owner.
- Architectural approval & design guidelines: All exterior changes — including construction, landscaping, painting, and fences — require prior written approval from the Design Review Committee. Plans must be submitted, with fees and deposits possible. Minimum livable area is 3,000 sq ft for one-story homes, 2,500 sq ft for two-story, and 3,000 sq ft combined for split-level, excluding garages and porches. Minimum building width is 70 ft (exceptions for cul-de-sac lots with committee approval). Roofs must be clay/concrete tile or wood shake; pitch cannot be 3:12 or flatter. Garages must hold at least 3 cars.
- Landscaping & maintenance: Owners must landscape their lot within 60 days of occupancy (commence) and complete within 120 days. Front yards must prominently feature grass; desert landscaping is not permitted except for minor decomposed granite with committee approval. Hedges over 3 ft cannot be closer than the front setback. Owners must keep lawns, trees, and plantings trimmed and weed-free. Vacant lots must be irrigated and maintained. The association can perform landscaping at owner's expense if deadlines are missed.
- Pets & animals: Only a reasonable number of ordinary house pets are allowed. No livestock, poultry, or guard dogs are permitted. Pets cannot be kept before a certificate of occupancy is issued. Animals must not create unreasonable noise or become a nuisance. Pet enclosures cannot be visible from neighboring property. The board decides if a pet is reasonable or a nuisance.
- Vehicles & parking: Overnight parking is allowed only in garages or driveways during nighttime hours (hours set by board). No commercial vehicles over 3/4 ton may be parked visibly; recreational vehicles, boats, and campers may be stored in side/rear yards if screened by a solid 6-ft fence. Inoperable vehicles and vehicle repairs are prohibited if visible. The board can tow violating vehicles. Garages must be used primarily for parking, not storage.
- Leasing & rentals: An owner may lease the entire dwelling unit to a single family, subject to all Declaration provisions. No minimum lease term is specified, but the tenant must comply with all rules. No lease signs larger than 500 sq in, limited to one per lot.
- Signs: Only one 'For Sale' or 'For Lease' sign per house is permitted, maximum 500 square inches, placed at least 6 ft from the street. No signs in common areas. Political or commercial signs visible from neighboring property are prohibited unless approved by the committee. Address numbers and legal-required signs are exceptions.
- Party walls & fences: Party walls between lots are shared; cost of repair is split equally. If damaged by an owner, that owner pays. Fences and walls require committee approval. Side/rear walls cannot exceed 6 ft in height. Chain link or wire fencing is not allowed. Walls must be masonry, slump block, or cinder block (stucco-finished if visible). Wrought iron inserts are allowed if approved.
