What Casa De Caballos's governing documents say
Casa De Caballos is a single-family home community in Phoenix, AZ — you own your lot and house outright, and the homeowners association manages shared common areas and enforces the covenants. These rules apply to all owners, residents, and tenants.
- Architectural review: Any exterior change — including construction, painting, or landscaping — requires prior written approval from the Board. In-ground pools are exempt if not visible from neighbors; above-ground pools need approval. The Board may charge a review fee and has 30 days to respond.
- Residential use & home businesses: Each lot must be used exclusively as a single-family residence. In-home businesses are allowed only if they are not detectable from outside, comply with zoning, involve no customer traffic, and do not create a nuisance. Leasing a unit is not considered a business.
- Animals & horses: Dogs, cats, and small household birds are allowed as pets. No other animals, birds, or livestock are permitted — except horses, which may be kept on a lot if approved by the Architectural Committee and in compliance with zoning. The horse limit is 1 horse per acre, with an additional horse per half-acre (e.g., up to 5 horses on 2.65 acres). Horses may not graze in front yards or common areas.
- Parking & vehicles: No trucks, trailers, campers, boats, or recreational vehicles may be parked on a lot or street if visible from neighboring property, except for temporary 48-hour parking within 7 days. Cars may not be repaired on the lot (except emergencies), and inoperable vehicles must be hidden. Vehicles over 7 feet tall or 18 feet long, or with commercial markings, are banned from open parking.
- Signs: Only one 'For Sale' sign is allowed (size/color/location must be Board-approved; approval deemed given if no response in 5 days). Other signs visible from neighboring property are prohibited unless required by law or approved for residence identification.
- Assessments & liens: Annual and special assessments are levied on each lot. Failure to pay creates a lien on the property and can lead to suspension of voting rights and common area use. The Board may also fine owners for rule violations.
- Maintenance responsibilities: The association maintains common areas and certain areas within lots designated as 'Areas of Association Responsibility.' Owners are responsible for maintaining their own lots and improvements in accordance with the Maintenance Standard set by the Board.
