Harbor View is a single-family home subdivision in Phoenix, AZ, governed by a homeowners' association (HOA). The rules apply to all lot owners, and the community is part of the larger Desert Harbor master-planned community with an additional master association. - Membership & voting: Ownership of a lot automatically makes you an HOA member with one vote per lot. The developer holds three votes per lot until 75% of lots are sold or five years after the first sale, whichever comes first.
- Assessments & fees: Annual assessments are set by the board, initially capped at $369 per lot (1986) and can increase up to 5% or by CPI annually without a member vote. Larger increases need a two-thirds vote. New owners pay a one-time working capital fee equal to one-sixth of the annual assessment. The HOA can levy special assessments with a two-thirds vote.

- Parking & vehicles: No trucks, trailers, boats, RVs, or inoperable vehicles may be parked where visible from neighboring property or streets, except for pickup trucks under 3/4 ton with camper shells no taller than 7 feet and min-motorhomes under 7 feet tall and 18 feet long. The HOA may tow violators at the owner's expense.
- Architectural review: All exterior changes (including paint, additions, alterations) require prior written approval from the HOA's Architectural Committee and the master association's committee. The committee must respond within 60 days; if not, approval is deemed granted. No structures may be moved onto a lot from elsewhere.
- Signs & displays: Only one residential identification sign (up to 72 sq in), a for-sale or for-rent sign (up to 5 sq ft), and signs required by legal proceedings are allowed. No other signs, including political or commercial ones, without approval.
