Hillstone is a single-family residential community in Phoenix, Arizona, governed by a Covenants, Conditions and Restrictions (CCR) declaration made by D.R. Horton, Inc. in 2018. You own your individual lot; the Hillstone Homeowners Association manages the common areas and levies assessments. Nearly all exterior changes to your lot require prior design review approval.
- What you own & maintain: You own your lot and the Residence on it. The association maintains all common areas, which you share ownership of and fund through assessments. You are responsible for maintenance of your lot's landscaping, exterior, and structures per the maintenance standards set by the board.
- Architectural review & approval required: Any construction, modification, or exterior change visible from neighboring property requires prior written approval from the Design Review Committee — including landscaping, fencing, paint colors, additions, pools, and sheds. Submit detailed plans; the committee has 45 days to respond (silence means disapproval). Design review fees apply and can include consulting costs. No changes to approved plans are allowed without new approval.
- Residential use only (limited home business allowed): Lots are for residential use only. You may run a home-based business from your residence if: it's not visible/detectable from outside by sight, sound, or smell; no customers or door-to-door solicitation occurs; no employees work there who don't live there; and traffic/hazardous materials don't exceed what's typical for residential use. Any business must conform to zoning and not violate other community rules.
- Temporary structures & trailers prohibited: No trailers, tents, incomplete buildings, temporary structures, or shacks can be used as a residence, even temporarily. Temporary buildings used during construction must be removed immediately after completion and cannot stay on the lot longer than 12 months without written approval from the Design Review Committee.
- Design restrictions (antennas, flags, trash, landscaping): Antennas and satellite dishes require design review approval (or must follow design guidelines if law prohibits prior approval). Flags require approval except the U.S. flag, military flags (Army, Navy, Air Force, Marine, Coast Guard), Gadsden flag, POW/MIA flag, Arizona state flag, and Arizona Indian nations flags. Trash must be in covered containers and hidden from neighbors except during collection. Clotheslines and exterior facilities for drying clothes cannot be visible from neighboring property.
- Assessments & liens: The association levies regular assessments per lot to fund maintenance, operations, and reserves. Special assessments may also be imposed. The association creates an assessment lien against your lot to secure collection of any unpaid assessments. Reserves are collected and managed by the board for future major repairs and replacements.
