New Brighton Place West is a townhouse community (65 lots plus tracts) in Phoenix, AZ, governed by a homeowners association. This document is the association's Bylaws, which supplement the Declaration of Covenants, Conditions and Restrictions (CC&Rs). - Membership eligibility & voting: Membership is limited to record owners of townhouse units (Lots 1–65 and Tracts A–E). Each unit gets one vote, cast by the owner or a designated representative. - Assessments & enforcement: Regular and special assessments are levied per the CC&Rs. Unpaid assessments are personal debts and also become liens on the unit. The association may sue or foreclose, and the defaulting owner must pay reasonable attorney fees, costs, and interest (rate per the CC&Rs).
- Amendments: These Bylaws may be altered, amended, or repealed by the membership or the board, but the board cannot change provisions originally adopted by the membership. Any amendment must follow the procedures in the Articles of Incorporation and CC&Rs.
