Paradise 21 South is a planned residential community in Phoenix, AZ, governed by a homeowners association (HOA). This declaration establishes rules for single-family lots, covering architectural standards, leasing, pets, vehicles, and other use restrictions. It applies to all owners and residents.
- Architectural review: Any exterior change visible from neighboring property requires prior written approval from the board, which has broad aesthetic discretion. Requests must be submitted in writing, and the board must approve or deny within 60 days (or 30 days after a design meeting). Fees for professional review may apply.
- Leasing & rentals: Leases must be in writing, for at least one month, and the owner must provide the association with lease dates, tenant names, and contact info. No fee for signage.
- Trash & recycling: Garbage and recyclables must be kept in covered containers provided by the city or board, and placed at the collection point only for the shortest time necessary (max 24 hours before/after collection). No outdoor incinerators. The association may impose fines for violations.
- Nuisances & residential use: Lots must be used exclusively as single-family residences. No trade or business is allowed except home-based businesses that are not detectable from outside, generate no excessive traffic, and conform to zoning. No nuisances (rubbish, odors, loud noises) are permitted. Construction debris must be promptly removed.
