Sands Arcadia Townhouses is a townhome community in Phoenix, AZ — you own the lot and the townhouse, and share ownership of common areas with other owners through an association. This document is the main rulebook, governing assessments, maintenance, use restrictions, and architectural control for all owners.
- Assessments & fees: Annual assessments were capped at $1,920 per lot as of 2006, and can increase up to 10% per year without a vote; larger increases need approval from two-thirds of owners voting. Special assessments for capital improvements also require a two-thirds vote. A transfer fee equal to two months' assessments is due upon sale of a lot, and a resale disclosure fee may be charged.
- Leasing & rentals: A lot can only be rented as a whole to a single family (defined as related individuals or up to two unrelated adults with dependents) for a term of six months or more. The lease must be in writing, subject to the governing documents, and include a provision that violations are grounds for eviction. Owners must submit a rental registration form to the association.
- Pets & animals: Common household pets are allowed, but no commercial breeding or keeping of hogs, goats, cows, horses, poultry, rabbits, sheep, or pigeons. No animals, fish, or birds may be raised or bred for commercial purposes.

Home businesses are permitted only if not detectable from outside (no sight, sound, or smell), conform to zoning, involve no customer visits or door-to-door solicitation, and are consistent with residential character. No advertising signs are allowed.
- Vehicles & parking: No commercial vehicles, mobile homes, motor homes, trailers, campers, boats, or similar equipment may be stored on lots. Such vehicles can only park on driveways or streets for loading/unloading. Contractor vehicles may park during the day but cannot be stored overnight. Utility vehicles allowed by law are exempt.
- Architectural review: Any exterior improvement (building, fence, wall, etc.) requires prior written approval from the Board or Architectural Committee. Plans must show details like materials, colors, and location. Approval or disapproval must be given within 90 days. The committee can deny based on aesthetics or harmony with surroundings.
- Maintenance responsibilities: The association maintains common areas and provides exterior painting and minor crack repair on lots. Owners are responsible for interior, patios, roofs, windows, weatherstripping, security ironwork, yard sprinklers, planted areas, termite control, and any damage caused by their acts (e.g., from sprinklers, tree roots, etc.).
- Party walls: Walls built on the dividing line between townhouses are party walls. If damaged by one owner's act, that owner must repair at their cost. If damaged by other causes, adjoining owners share the cost equally. Modifications to a party wall require written consent from the adjacent owner.
