Sin Lomas is a planned community of single-family homes in Goodyear, AZ, governed by a homeowners association (the 'Sin Lomas Community Association'). The rules apply to all owners, occupants, and their guests, covering everything from property use and design to assessments and dispute resolution.
- Residential use & business: Lots must be used for residential purposes only. Limited in-home businesses are allowed if they are not detectable from outside, comply with zoning, and don't generate client traffic.
- Pets: Only household pets are allowed; no livestock or commercial breeding. The board may limit the number and type of pets, and can restrict animals deemed a nuisance.
- Leasing & rentals: Leases must be for the entire lot and for a minimum of 90 days. Owners are responsible for tenant compliance with all governing documents.
- Parking & vehicles: Private passenger vehicles and pickup trucks under certain size limits may be parked only in garages, except occasional guest parking. No commercial vehicles, RVs, boats, or trailers are allowed unless stored in a fully enclosed garage. Vehicles in disrepair cannot be parked in unenclosed areas. Towing is authorized for violations.
- Architectural review & design: All exterior changes visible from neighboring property require prior written approval from the Design Review Committee. Design guidelines apply to landscaping, paint, fences, sheds, solar panels, antennas, and window coverings.
- Landscaping & maintenance: Owners must complete landscaping within 90 days of purchase and maintain their lot free of weeds and debris. Damage to homes must be repaired within 18 months. The association may perform work and charge the owner if they fail to comply.
- Assessments & fees: All lots pay annual assessments (set by board budget) and may be subject to special assessments (approved by 2/3 vote). Late fees are $10 or 10% of unpaid amount (whichever greater). New owners pay a working capital fee of 1/6 of the current annual assessment, a transfer fee (amount set by board), and a reserve contribution (initial amount set by board). Assessments are secured by a lien on the property.
- Enforcement & disputes: The association can suspend voting and common area use for delinquent assessments or rule violations (up to 60 days per infraction). Disputes are resolved through mediation and binding arbitration before litigation.
