It sets rules for residential use, property appearance, and community standards, enforced by the Twin Lakes Association.

- Maintenance: Owners must keep lawns, shrubs, and plantings trimmed and free of debris. The Association or Declarant may enter the lot within 20 feet of any street or 15 feet of a lake shoreline to maintain plantings.
- Signs: Signs visible from neighboring property are prohibited, except for required legal signs, up to two small residential identification signs (72 sq. in. each), and one construction sign (3 sq. ft.).
- Leasing & rentals: A lot may be leased only as an entire unit and only to a single family. Subdividing a lot for separate rental is not allowed without Board approval.
- Nuisances & debris: No rubbish, odors, or nuisances may accumulate. Outside clotheslines must be concealed. Exterior sound devices (except security) are banned. Trees and shrubs may not overhang sidewalks below 12 feet.
