Boulder Ranch is a planned community of single-family homes in Scottsdale, Arizona, where you own your individual home and lot while a homeowners association owns and maintains common areas, funded by per-lot assessments. All properties are bound by extensive restrictive covenants that govern use, appearance, and operation, enforced by a Design Review Committee and association board.
- Residential use only: All lots must be used for single-family residences. You may run a limited home business (at-home office, consulting) only if it's invisible from outside, creates no customer traffic or parking, conforms to zoning, and doesn't solicit neighbors. No commercial, manufacturing, industrial, or retail uses allowed.
- Architectural review & design control: The Design Review Committee approves most changes: landscaping plans (due within 30 days of purchase), HVAC/cooling units, antennas, solar panels, basketball goals, fencing, and pools. HVAC must be screened from neighboring properties; non-FCC-permitted antennas are prohibited; window reflective coverings and temporary coverings are forbidden.
- Pets: Generally recognized house and yard pets are allowed, but the board has sole discretion to determine what qualifies and whether the number is reasonable. Pets must not create unreasonable noise or become a nuisance; any structure for pet care/housing must be hidden from neighboring properties.
- Vehicles & parking: Standard vehicles (up to 1 ton capacity, 96" height/width, 250" length) park in garage or approved driveway only. Larger vehicles—RVs, boats, trailers, motor homes, semi-trucks, campers—can park only in an approved garage or board-designated areas. No vehicle repairs on driveway except in garage; non-operating vehicles (not running, flat tire for 10+ days, unlicensed) cannot be parked in open areas.
- Leasing & rentals: Minimum lease term is 3 consecutive months (no short-term/vacation rentals). You must lease your entire lot, not partial. Within 15 days of lease start, you must file a tenant information form; the association charges a $25 administrative fee per new tenancy (not per renewal). Tenants must agree to comply with all association documents, and you are responsible for tenant violations.
- Landscaping & maintenance: You must maintain landscaping, keep your lot free of debris and weeds, and promptly repair damage. If your lot is unlandscaped at purchase, you must submit a landscaping plan to the Design Review Committee within 30 days. Dead or toppled trees visible from neighboring properties must be replaced (or restored to upright), with board approval if you choose a different tree type.
- Assessments & liens: The association levies regular assessments per lot to fund common area maintenance and operations. Special assessments may also be imposed. All assessments create liens on your property and can include collection costs (attorney fees, court costs, filing fees) if unpaid.
- Trash, debris & hazardous materials: Trash must be in covered, board-approved containers and not visible except on collection day (until 9 a.m. the day after pickup). No accumulation of rubbish is permitted; no outdoor incinerators allowed. No hazardous substances, solid waste, or environmental contaminants can be processed or stored on your lot except in compliance with federal, state, and local law.
