Unit owners share ownership of common elements and are subject to an association (Civic Center Professional Complex Association) that manages common areas, carries master insurance, and enforces restrictions. This is not a residential community; units cannot be used for living purposes.
- Use restriction (professional only): Units may be used only as business/professional offices, medical/dental offices including laboratories. No residential or other uses are permitted.
- Occupant approval by board: No person or firm may occupy a unit without prior written approval from the Board of Directors. The board must respond within 30 days of a written request that includes the occupant's name, business address, and three business references; failure to disapprove within that period is deemed approval.
- Right of first refusal for lease or sale: Before leasing or selling a unit, the owner must notify the association in writing (certified mail) with a copy of the bona fide offer. The association then has 10 days to exercise its option to lease or purchase the unit on the same terms. For purchase offers, the owner must include an earnest money deposit of at least 5% of the purchase price.
- What you own & maintain: You own your unit's interior finishes (half of interior non-bearing walls, inner surfaces of perimeter walls/floors/ceilings). The association maintains structural elements, exterior walls, common elements, and utility conduits serving more than one unit. You are responsible for repairs inside your unit (excluding items maintained by the association) and must not alter structural or common elements without written board consent.
- Assessments & common expenses: Annual assessments for common expenses are set by the board and paid in monthly installments (or as determined). Each unit's share is based on a percentage in Exhibit A (not included in excerpt). Unpaid assessments bear 6% interest after 30 days and may become a lien on the unit, subordinate to prior security interests.
