What Parolo Vista Estates's governing documents say
Parolo Vista Estates is a single-family planned community in Scottsdale, AZ. As a homeowner in this HOA, you own your lot and must maintain it and all improvements on it, while the association maintains the common areas. The rules cover everything from leasing and pets to parking and architectural changes, and every owner is automatically a member of the Parolo Vista Estates Homeowners Association.
- Residential use & home businesses: All lots are for residential use only. Limited home businesses are allowed if they are not detectable from outside the lot, involve no customer visits, and conform to zoning; the board decides if an activity is a nuisance.
- Leasing & rentals: Leases must be for an initial term of at least six months, and no subleasing permitted. The owner must provide the association with a copy of the lease and tenant info at least 10 days before signing. Owners are liable for tenant violations.
- Pets: Only customary household pets (dogs, cats, birds) are allowed, not for commercial breeding. No animal structure may be visible from neighboring property. The board can decide if an animal is a nuisance or if the number is reasonable.
- Vehicles & parking: Garages must be used for parking. Driveway parking only if at least two vehicles are in the garage. Non-commercial vehicles may park on streets for up to 4 consecutive hours in a 7-day period. Commercial vehicles, RVs, boats, and trailers are generally prohibited unless allowed by board rules. Inoperable or noisy vehicles are not allowed.
- Architectural review: All exterior changes (structures, landscaping, signs) require prior written approval from the Design Review Committee under Architectural Guidelines. No temporary structures without board consent. Antennas and satellite dishes must comply with board rules and be minimally visible.
- NAOS (Natural Area Open Space) restrictions: Lots with NAOS easements (shown on the plat) must keep those areas in natural desert state—no grading, structures, fences, or improvements. The association or declarant may revegetate NAOS areas if the owner fails to do so after notice.
- Assessments & fees: Regular assessments are set annually by the board. Special assessments require owner approval (2/3 vote) after declarant control ends. There is a $500 reserve contribution per new owner, a two-month working capital payment, and a transfer fee set by the board. Late payments incur 18% annual interest and a $50 late fee.
- Maintenance responsibilities: Owners maintain their lot and all improvements on it (including NAOS). The association maintains common areas. If an owner fails to maintain, the board may step in after notice and charge the owner as an enforcement assessment, which becomes a lien.
