What Desert Oasis of Surprise's governing documents say
Desert Oasis of Surprise is a master-planned community in Surprise, AZ, governed by a Master Declaration that establishes a master association, subsidiary associations, and a comprehensive set of covenants for the entire development. This document binds all property owners within the Project and sets rules for use, architecture, and maintenance.
- Leasing & rentals: Completed residential units may be leased to no more than a Single Family (defined as a group related by blood/marriage/adoption or up to 3 unrelated persons) for a term of not less than one month.
- Animals: Only a reasonable number of common house or yard pets (no farm animals, reptiles, poultry) are allowed, kept as domestic pets only. Dogs must be leashed (max 6 ft) off the owner's lot. Owners must promptly remove pet waste. Pet structures must not be visible from neighboring property.
- Architectural review: All exterior improvements, including landscaping, grading, color changes, and additions, require prior written approval from the Architectural Committee. Plans must comply with master design guidelines. The Committee may charge a reasonable review fee.

Inoperable vehicles and commercial vehicles over 8 ft tall or 20 ft long are prohibited. Street parking by guests is limited to 24 consecutive hours.
- Signs: Signs visible from neighboring property are generally prohibited, with exceptions for approved identification signs, temporary 'for sale' signs (max 120 days per 150-day period), and temporary open house signs (10 AM–6 PM on certain days). All signs must be approved by the Architectural Committee.
- Home businesses: No trade or business may be conducted on any lot or in any residential unit unless it is not detectable from outside, conforms to zoning, uses no more than 20% of floor area, employs at most one non-resident employee, and does not generate excessive traffic or parking.
- Temporary structures & construction: No trailers, tents, or temporary buildings may be used as residences. Temporary structures for construction require Architectural Committee approval and must be removed after construction. Construction must be completed within 12 months of commencement.
- What this document doesn't cover: This Master Declaration sets the overall framework; specific details for individual subdivisions (e.g., exact density, specific lot rules, subsidiary association regulations) are determined by separate Tract Declarations and Subsidiary Declarations.
