Rio Rancho Estates is a planned community of single-family homes in Surprise, AZ, governed by a homeowners association (HOA). This document binds all lot owners and residents to rules designed to protect property values and community character. It covers permitted uses, restrictions, architectural control, and assessment obligations.
- Occupancy & residential use: Each lot may contain only one single-family dwelling unit. A single family is defined as one or more persons related by blood, marriage, or adoption, or a group of no more than three unrelated persons living together as a household.
- Home-based business: No commercial or business use is allowed on a lot except for limited home-based activities that are not visible, audible, or odorous from outside the unit, do not generate customer parking or drive-up traffic, and comply with zoning.
- Pets & animals: Only a reasonable number of ordinary household pets are permitted. Livestock and fowl are prohibited. Pets must not create a nuisance, and any pet housing must be screened from neighboring property unless approved by the Design Review Committee.
- Antennas & satellite dishes: Antennas, satellite dishes, and other reception devices are generally prohibited outside the dwelling except for those protected by FCC rules (e.g., dishes up to 1 meter, over-the-air TV antennas). Any permitted device must be mounted to minimize visibility from streets or neighboring lots, and transmission cables must be buried.
- Trash & recycling: Trash must be kept in covered containers approved by the HOA and stored out of view except on collection day. Containers must be placed at the street (not sidewalks) and removed by 9:00 a.m. the day after collection. No outdoor incinerators are allowed.
- Clothes drying: Outside clotheslines and drying facilities are prohibited unless located within a fenced yard and not visible from neighboring property.
- Party walls & fences: Party walls and fences between lots are jointly maintained by the adjoining owners, unless damage is caused by one owner (that owner bears the cost). For fences between a lot and an area the HOA maintains, the HOA handles structural repairs and the lot owner may be charged half the cost, or the full cost if the lot owner caused the damage.
- Architectural control (required): All exterior improvements, including structures, landscaping, and modifications, must be approved by the Design Review Committee (DRC) under Article 5. The DRC also enforces design guidelines and can determine what is visible from neighboring property.
