Estrella Park is a single-family homeowners association (HOA) in Tolleson, AZ. This collection contains the association's Articles of Incorporation (corporate structure), a deed restriction protecting federal waters on certain lots, and the community's Design Guidelines & Rules regulating exterior changes, landscaping, and use of property. The guidelines apply to all homeowners and are enforced by the Design Review Committee.
- Architectural review process: Any exterior change or addition requires prior written approval from the Design Review Committee. Submit plans with a completed application, plot plan, elevation drawings, material/color samples, and (if applicable) a photograph. The Committee has 60 days to respond; approved plans expire if construction doesn't start within 90 days and must be completed within 6 months. Appeals must be submitted within 30 days.
- Landscaping requirements: Front yards must be landscaped within 90 days of ownership with at least one 15-gallon tree, five 5-gallon shrubs, ground cover, and an underground irrigation system. Rear yards must be landscaped within 1 year (90 days for lots with view fencing). Artificial turf must meet minimum face weight of 60 oz and have an 8-year no-fade warranty. Rock ground cover must be earth-toned; lava rock is prohibited. Certain plants (e.g., olive trees, oleanders, fountain grass, citrus, mulberry) are banned.
- Environmental restrictions (404 wash): A recorded restrictive covenant prohibits discharging dredged or fill material into any “waters of the United States” on designated lots without a permit from the U.S. Army Corps of Engineers. Only areas marked as “404 Disturbance” on recorded diagrams may be altered, and only in compliance with Estrella Community Association design guidelines. This restriction runs with the land perpetually.
- Exterior alterations, paints & structures: Paint colors must match the original builder palette or be approved earth tones; garage doors must match the house body color. Patio covers must match roof material and pitch. Storage sheds are allowed without approval if ≤8 ft tall and set back ≥5 ft from walls. Playground equipment, pergolas, and gazebos require approval; heights: pergolas/gazebos max 12 ft, playground equipment max 9 ft. Fences and walls may not exceed 6 ft; decorative walls max 36 inches.
- Parking, vehicles & driveways: Driveway extensions must be in the side yard and cannot make total parking area exceed 30 ft of frontage or 50% of lot width (whichever is greater). Three‑car garage owners may add a stabilized decomposed granite extension (no parking) or a 3‑ft‑wide sidewalk. Basketball goals must be portable, kept off the street when not in use, and backboards must be neutral colors; attaching goals to the home or painting courts is prohibited. No lighting for basketball at night.
- Signs, flags & holiday decorations: One temporary “For Sale” or “For Rent” sign up to 500 sq in is allowed; one residential identification sign up to 80 sq in is allowed. Flagpoles may be up to 20 ft high and may fly only the U.S. or Arizona flag; flags must be maintained. Holiday decorations may be displayed 30 days before and 30 days after the holiday. Seasonal/ decorative flags must be removed within 30 days after the holiday.
