It applies to all owners, residents, and guests of the community's residential lots. The document establishes the homeowners association, restricts how lots can be used and occupied, and sets up architectural review and maintenance responsibilities.
- Who the rules bind: All owners, their lessees, guests, mortgagees, and successors are bound by the Declaration. Every lot owner is automatically a member of the Village at Lake Wheeler Community Association, with one vote per lot (the developer retains extra votes during the Declarant Control Period).
- Occupancy & household rules: All occupants of a lot must be a single family: related by blood, marriage, adoption, or guardianship, or no more than three unrelated persons living together as a single housekeeping unit. The number of occupants is also limited by the lot's size and facilities.
