This is a set of architectural review procedures and guidelines for Nottingham Woods, a single-family homeowners association in Raleigh, NC. It applies to homeowners who want to make exterior changes or additions to their property, and it explains the approval process and design standards.
- Architectural review: Any exterior addition, alteration, or improvement requires written approval from the Standards and Design Committee using a Request for Review Form. Oral requests are not considered, and approval is specific to each project even if similar to previously approved ones. If no reply is received within 30 days, the request is automatically approved.
- Major modifications & new construction: Major structural changes (garages, rooms, stories, dormers, balconies) and new construction require a pre-design conference, preliminary and final submittals, and committee action within 30 days at each stage. Final submittals must include detailed drawings, contracts, color chips, material samples, drainage plans, and required city permits.
- Fences & screens: Fences and screens need written approval before installation. Fencing is generally restricted to the rear of the home, cannot exceed 6 feet above grade, and free-standing screens cannot exceed 6 feet in height and 16 feet in length. Chain link or galvanized metal fencing is generally not approved; finished materials should face the public side.
- Exterior changes & additions: Exterior changes must be compatible with the original building's design. Detached utility/storage houses cannot exceed 6x8 feet and must match the home's color. Awnings and exterior color changes are approved only if harmonious with the community. Brick and other unpainted surfaces must remain unpainted and unstained.
- Landscaping & other structures: General landscaping and planting do not require approval, but trees or shrubs blocking sight lines must be cut back. Driveway extensions or re-routing need approval. Retaining walls require approval and cannot divert water onto neighbors. Temporary play equipment under 3 feet high and in the rear lot does not need approval; taller equipment does. Doghouses must match the home's color and be in the rear. Clotheslines must be in the rear, circular, and screened.
- Permits & completion deadlines: Association approval does not waive the need for local building permits, and obtaining a permit does not waive association approval. Construction must start within 6 months of approval and be completed within 12 months of starting; otherwise, approval becomes void. Any deviation from approved plans is a violation.
- Compliance monitoring & violations: The committee periodically surveys properties and inspects completed work. Violations are reported in writing, investigated, and turned over to the board for action. The names of the complainant and the owner are kept confidential until a violation is established.
