This document is a Notice of Filing of Dedicatory Instruments for Angel Field West Homeowners' Association (a single-family HOA in Allen, TX). It records six supplemental policy guidelines that clarify or expand on the association's governing documents. - Religious item display: Owners may display religious items motivated by sincere belief, subject to restrictions: no items that threaten public health/safety, violate law, contain patently offensive content (beyond religious content), are on common or association-owned property, violate setbacks/easements, or are attached to traffic control devices. These guidelines trump any conflicting covenant.
- Security measures: Owners may install security cameras on their own property only (not common areas). Perimeter fencing must comply with existing covenants on size, height, color, material, and requires prior architectural approval. State law preempts any conflicting covenant that would prohibit security cameras or fencing.
- Swimming pool enclosures: Owners may install a pool enclosure that is black, transparent mesh in metal frames, meeting state/local safety requirements, without prior approval. Any other enclosure must comply with all existing covenants and requires architectural approval. State law controls over conflicting covenants.
- Architectural review process: The architectural review authority cannot include current board members or their spouses/household residents. A denial of an improvement request must include detailed reasons and inform the owner of the right to a hearing within 30 days. The board must hold a hearing within 30 days of the owner's request, notify at least 10 days in advance, and can affirm, modify, or reverse the decision.
- Violation hearing procedures: Before a hearing on a violation, the association must provide the owner a packet of all documents, photos, and communications at least 10 days in advance. If not provided, the owner gets an automatic 15-day postponement. The hearing lets both sides present their case. These procedures do not apply to temporary restraining orders, foreclosure actions, or temporary suspensions for significant immediate risk in common areas.
- Solicitation of bids: For service contracts over $50,000, the board must solicit bids from at least three vendors (if reasonably available). Exceptions: emergencies, inability to find three vendors, or non-response. Emergency defined as unexpected harm/risk or governmental order. The board is not required to pick the lowest bidder. The board may delegate bid solicitation to the management company.
