This document is a set of board-adopted policies for the Bellegrove/Allen Residential Association, Inc., a homeowners association (HOA) in Allen, TX. It does not contain the full CC&Rs but rather specific policies mandated by the Texas Property Code governing payment plans, application of payments, records access and fees, record retention, religious displays, solar devices, roofing materials, rainwater collection, and flag displays. Homeowners must comply with these policies.
- Payment Plan Policy: Upon request from an eligible owner with a delinquent account, the Association will enter into a payment plan. Owners who defaulted on a previous plan within the last two years are not eligible. All other terms are at the Board's discretion.
- Application of Payments Policy: Payments from an owner are applied to the oldest delinquent amounts first, in the order of priority set by the Association and Texas law.
- Records Inspection, Production and Copying Policy: Owners may request records by written request; Association must respond within 10 business days. Fees for copies include $0.10 per page, actual costs for electronic media, and $15/hour labor (waived if 50 or fewer pages). Advance payment may be required.
- Records Retention Policy: Financial records must be retained for seven years; minutes and meeting records also for seven years.
- Religious Display Policy: Owners may display religious items on their dwelling door, but not if it threatens safety, violates law, is patently offensive, extends past the door frame, or aggregates with other displays. The Association may restrict displays in common areas.
- Solar Energy Device Policy: Owners may install solar devices subject to restrictions: cannot be on common property or cause a nuisance. Panels must blend as much as possible with the roof color. Plans must be submitted for approval.
- Certain Roofing Material Policy: Owners must comply with Association guidelines and may use roofing materials designed to be wind- and hail-resistant, subject to approval.
- Rainwater Collection Device Policy: Rain barrels or harvesting systems are not allowed on Association-owned property, common areas, or between the front of the house and the street. Barrels must match the house color scheme and be shielded from view. Plans must be submitted for approval.
