What Sportsmans Paradise Property Owners Association's governing documents say
These are the amended Bylaws of the Sportsman's Paradise Property Owner's Association, a homeowners association for a lake community in Chandler, Texas. The bylaws govern how the association is run — meetings, board elections, assessments, and enforcement — and they supplement the community's Restrictive Covenants, which hold the actual property rules. They apply to all lot owners, who are automatically members.
- Assessments & fees: Each owner must pay an annual assessment due January 1. Unpaid amounts accrue 10% interest after 60 days, and assessments are secured by a lien on the property. The board can also levy special assessments and charge fines for rule violations.
- Meetings & voting: The annual membership meeting is the second Saturday of September (or later if notice given). Quorum is 10% of total votes or presence of 3 board members. Each lot gets one vote, and owners can vote by proxy or absentee ballot. Special meetings can be called by 15% of members.
- Board of directors: The board has 5 directors, with 2-year terms. At least 2 must be full-time residents, and the president must be one of them. Directors serve without pay but can be reimbursed for expenses.
- Common areas & amenities: The association maintains common areas including streets, a community building, boat ramp, fishing pier, playground, and swimming pool. Members can use these areas subject to rules, and the board may suspend usage for delinquent assessments or rule infractions.
- Owner obligations & compliance: Owners must comply with the Restrictive Covenants, association rules, and bylaws. They are responsible for their tenants and guests. The association may communicate by mail, email, or posted notices.
- Enforcement & penalties: The board can impose fines, suspend privileges, and take legal action for violations. It can also pursue foreclosure for unpaid assessments.
- Records & transparency: Owners can request association records in writing; the association must produce copies within 10 business days or set an inspection date. Charges may apply (e.g., 10¢ per page, labor fees for large requests), and certain information is exempt from disclosure.
- What this document doesn't cover: This document is the administrative bylaws; it references the separate Restrictive Covenants which contain the actual property use rules (e.g., architectural review, flags, solar, rainwater). It doesn't include assessment amounts or specific restrictions on leasing or pets.
