What Parker Addition's governing documents say
This is a deed restriction recorded for the Parker Addition subdivision in Covington, TX, binding all lot owners. It focuses on drainage, floodplain, and sewage requirements to manage stormwater and protect property. It is not a full HOA rulebook; it only covers specific infrastructure and flood-related restrictions.
- Finished floor elevation: Houses on lots lower than the road must have a finished floor elevation at least 18 inches above the grade on the uphill side to prevent storm drainage damage.
- Driveway culverts: Driveway culverts must be at least 18 inches in diameter (unless approved by the county commissioner or engineer) and installed per Johnson County policy to pass a 5-year storm flow. The driveway top must be 5 inches below the road edge so overflow can pass over.
- Floodplain & floodway restrictions: No building is allowed in a 100-year floodplain unless the structure is at least 3 feet above the minimum floodplain elevation. Construction of permanent structures in the floodway is prohibited. Filling or obstructing the floodplain is also forbidden.
- Drainage easements: Lot owners must not block water flow or construct improvements in drainage easements. Existing creeks and drainage channels must remain open and are maintained by the adjacent lot owner. Johnson County is not responsible for maintenance, erosion control, or flood damage.
- Private sewage facilities: If sewage is handled by a private on-site system, the owner is responsible for maintenance, upgrades, and compliance with regulations. The county does not guarantee performance, and the owner must address any malfunctions or odor issues.
- What this document doesn't cover: This document does not address HOA fees, leasing restrictions, pets, parking, architectural controls (beyond drainage), or any typical community association rules. It is a limited set of deed restrictions filed with the county.
