This is a single-family residential subdivision in Covington, TX, governed by a homeowners association (Parker Flat Homeowners' Association, Inc.). All lot owners automatically become members. The declaration sets rules for construction, maintenance, and use of lots to preserve property values and the residential character.
- Architectural review & construction: Any improvements (structures, landscaping, fences, etc.) require prior written approval from the Architectural Control Committee. Minimum dwelling sizes: 1,750 sq ft for single-story, 1,850 sq ft for two-story. Max two stories; two-story homes only on subdivision perimeter. At least 80% of exterior masonry. Roofs must be 30-year dimensional shingles, concrete/clay tile, or approved metal. No temporary structures, mobile homes, or pre-fab buildings. Construction must be completed within 270 days of foundation start.
- Assessments & fees: Annual Regular Assessment is initially $300 per lot, set by the Association each year (may include up to 5% contingency and 3% reserve, but reserve cap at 10% of expenditures). Special Purpose Assessments may be levied. Assessments are personal obligations of the owner and secured by a contractual lien.
