What Timberlane Homes Association's governing documents say
Timberlane Homes Association is a single-family HOA in Covington, WA (the document references King County and RCWs, despite the Dallas address). These Rules and Regulations supplement the CC&Rs and Bylaws, and they bind all homeowners, who are responsible for their tenants and guests. The rules cover fines, assessments, architectural control, maintenance, parking, pets, and more.
- Enforcement & fines: Violations start with a written notice and a 30-day cure period. Continuing violations incur escalating fines: $25 for the second notice, $50 for the third, then $100 per month. Repeated intermittent violations cost $100 each. Cutting or trimming a common-area tree carries a $500 fine per trunk.
- Assessments & collections: Monthly assessments are due the first of the month. After a delinquency notice, a late fee of up to $50 or 5% (whichever is less) may be charged, plus $10 per month thereafter. Unpaid assessments accrue 8% annual interest and can lead to liens and foreclosure. Delinquent owners may lose pool and clubhouse privileges.
- Architectural review: Approval is required for exterior modifications needing a building permit, fences/retaining walls adjacent to association property, and accessory structures large enough to require a permit. Submit plans to the ACPC committee; if no response within 30 days, the request is deemed approved.
- Parking & vehicles: No vehicles over 6,000 pounds gross weight may be parked outside (includes trucks, trailers, campers, boats, motorhomes). Vehicles must park on paved or gravel surfaces only. Parking in greenbelts or Timberlane-owned cul-de-sacs is prohibited and may be towed after 48 hours' notice. Abandoned or disassembled vehicles cannot be stored outside for more than 48 hours.
- Pets & animals: Pets must be leashed when off the owner's property, and owners must clean up after them. No pets are allowed in the fenced playground area (except service animals). Commercial breeding, vicious animals, and poultry/livestock/non-domesticated animals are prohibited.
- Noise & quiet hours: Quiet hours are from 11pm to 5am. Any noise or activity that reasonably annoys neighbors is to be avoided at all times.
- Greenbelts & common areas: Greenbelts are common areas for all 916 homeowners. No motorized vehicles, dumping, storage, permanent structures, or fires are allowed. Cutting or felling greenbelt trees is prohibited and may be reported as vandalism. Homeowners may trim branches overhanging their property back to the property line.
- What this document doesn't cover: This is the Rules and Regulations, not the full CC&Rs or Bylaws. It does not state the exact monthly assessment amount, pet limits, or specific architectural standards. It also does not cover any rental restrictions or age restrictions.
