What Vallera's governing documents say
Vallera Condominiums is a condominium community in Dallas, TX (3818 Holland Avenue). These Bylaws govern the operation of the homeowners association and apply to all unit owners and occupants. The Association is a nonprofit corporation subject to the Texas Uniform Condominium Act. This document focuses on governance rules (board, meetings, enforcement) but does not contain most day-to-day use restrictions—those are in the Declaration and separate rules.
- Board of Directors: After the Declarant Control Period, the board consists of 3 members serving staggered 2-year terms. Directors must be owners or residents; no person with delinquent assessments (over 30 days) or uncured violations may serve. A majority of directors (2) constitutes a quorum.
- Meetings of Owners: An annual meeting is held each fourth quarter. Special meetings can be called by the board or by petition of owners of at least 20% of the units. A quorum is owners of at least 20% of units present in person or by proxy. If no quorum, a reconvened meeting requires only a lowered number (two-thirds of the initial requirement).
- Rules & Amendments: The board may adopt, amend, or terminate reasonable rules for administration, maintenance, and resident welfare. At least 10 days’ notice must be given to owners before a rule change takes effect, and owners have the right to comment (orally or in writing).
- Enforcement & Fines: The board may impose fines or use self-help to abate violations, but only after giving the owner a written violation notice and an opportunity to request a hearing within 30 days. The hearing is in executive session. Fines and abatement are suspended pending the hearing.
- Owner Obligations: Owners must comply with all governing documents, provide the association with current mailing addresses, and notify the association of any sale of their unit. Assessments are levied per unit (as set in the Declaration). Delinquency can lead to loss of voting rights.
