This is a set of recorded policies for The Lakes of Preston Vineyard Villages Phase V Homeowners Association, a single‑family HOA in Frisco, TX. These policies supplement the main Declaration of Covenants, Conditions and Restrictions (CC&Rs) and address specific improvements and displays. - Flag display and flagpoles: Freestanding flagpoles require prior ACC approval. They may only be installed on an Owner's residential lot, not on common property. Installation must begin within 30 days of approval. Flags must be maintained; deteriorated flags or poles must be repaired or removed. Any illumination is limited to one low‑beam halogen light not aimed at neighbors, and halyards must be secured to reduce noise. Texas law may override certain restrictions.
- Religious items display: An Owner or resident may display one or more religious items on the entry door or door frame of their dwelling, provided the display is motivated by sincere religious belief. Items may not be larger than 25 square inches (text cut off, but consistent with typical 25 sq in limit) and must not extend past the outer edge of the door/frame. Prohibited if they threaten public safety or contain offensive language.
- Solar devices & energy‑efficient roofing: Solar energy devices require ACC approval. They must be roof‑mounted or within a fenced area, and cannot extend above the roofline or fence line. Roof‑mounted devices must conform to roofline slope and have frames/wiring in silver, bronze, or black. Energy‑efficient roofing is allowed if it meets architectural guidelines, is of equal/superior quality, and matches adjacent roofs. ACC must approve within a reasonable time; device must be on owner's lot.
- Rainwater harvesting systems: Rain barrels or rainwater harvesting systems require ACC approval. The system must be consistent with architecture, not include large signage, and be sufficiently shielded from streets/common areas if visible. Installation must begin within 30 days of approval. Owner must comply with approved plans; failure may result in modification or removal at owner's expense.
