Plantation Estates is a standard single-family homeowners association (HOA) in Frisco, TX. These documents contain the rules and policies that govern the community, including architectural review, assessment collection, and permitted modifications. The HOA is managed by a board of directors, and all owners, tenants, and occupants must comply with the governing documents.
- Architectural Review & Modifications: Any exterior modifications (e.g., storage sheds, fencing, security measures, religious displays) require prior approval from the Architectural Review Committee (ARC). ARC members cannot be board members or their relatives. Decisions can be appealed to the board, which must hold a hearing within 30 days.
- Storage Sheds: Detached storage sheds must meet setback requirements (same as the house from side and rear property lines, and not closer to the front than the house's front wall). Height limited to 10 feet, exterior finishes must match the house. Attached sheds that match the house may be approved.
- Religious Displays: Religious displays are allowed on your lot if they meet size limits: no more than 4 feet in height, 16 square feet in area, and up to 3 items. Holiday displays of finite duration do not need prior ARC approval if they comply with basic rules.
- Security Measures: Security devices (cameras, motion sensors, bars, lighting, fencing) are allowed if they are on your property, non-commercial in size, installed no higher than the first floor or below the roofline, and aesthetically compatible. Perimeter fencing forward of the front build-line is limited to maximum 6 feet high, wrought iron, black, and requires ARC approval.
- Assessments & Collections: Assessments are due January 1 and July 1, and become delinquent on the 10th of each due month. Late fee is $10, plus 18% annual interest. After 30 days, a delinquency notice is sent; after 60 days, a default letter is sent; then legal action including lien and foreclosure may follow.
- HOA Governance & Board: The board has 3 to 5 directors (currently 5 per a 2021 resolution). Directors serve staggered three-year terms. The board manages common areas, sets assessments, enforces rules, and can impose fines. Annual meetings must be held within 120 days after the fiscal year end.
