It applies to all unit owners, tenants, and guests, and outlines administrative structure, fees, and enforcement policies.
- What you own & maintain: Unit owners own their individual units and a share of common elements. Owners are responsible for interior maintenance and repairs (e.g., plumbing, electrical, fixtures), while the association maintains common elements (hallways, parking, grounds, exterior). Structural modifications require written approval from the association.
- Parking & vehicles: Parking spaces are common elements assigned by the association; assignments may change. Vehicles must park only in designated areas, not obstruct entrances. Guest parking for temporary use only; vehicles staying 7+ days must register. A tow-away policy is enforced without notice.
- Pets: Cats, dogs, and customary pets are allowed unless they become obnoxious. - Common elements & appearance: Common areas (walks, driveways, halls, courtyards) must not be obstructed. No personal items stored in boiler room or storage closets. No exterior wiring, antennas, or satellite dishes without board approval. Holiday wreaths and potted plants are allowed if they don't hinder traffic. Trash must be placed in designated facilities, not left outside.
- Administration & enforcement: The association is self-administered by a Board of Managers. Written requests for information may incur administrative fees. Late assessments: $5 late fee after 15 days, plus interest at 10% per annum; additional $5 monthly if balance carried over. For knowing violations (similar violation within 12 months after written notice), penalty up to $100 per violation, not exceeding $300 in 90 days. Automatic lien filing when account is $1,000 past due.
- Insurance: The association carries master insurance on common elements and liability coverage ($100,000/person, $300,000/accident, $50,000 property damage). Unit owners should carry individual 'condo policy' insurance for interior contents and fixtures, as the master policy does not cover inside units.
