What Rockland Farms Homeowners's governing documents say
Rockland Farms is a standard single-family homeowners association (HOA) in Lucas, TX, governed by recorded CC&Rs and bylaws. This document is a supplemental rules filing — it adds specific policies required by Texas law, but it is not the full rulebook. It covers hearing procedures, meeting notices, bid requirements, pool fencing, delinquent assessment collections, religious displays, and record-keeping rules.
- Covenant violation hearings: If you get a violation notice, you have 30 days to submit a written request for a hearing before the Board. At the hearing, both sides present facts; the owner or the Association may audio-record. Architectural denial appeals follow a separate procedure.
- Board meeting notices: Regular board meetings must be announced 10 to 30 days in advance, either by posting on the Association’s website or by mailing/emailing details (date, hour, place, general subject) to each owner. Certain actions (fines, foreclosures, budget approval) must be decided in open meetings with prior notice.
- Service contracts & bids: Any service contract costing more than $50,000 must be competitively bid. The Board must solicit bids or proposals, and any amended bid procedures require a majority Board vote and written documentation.
- Pool enclosures & security fencing: All pool fencing, security measures, and security fencing need prior architectural approval. Swimming pool enclosures must be transparent mesh or clear panels in black metal frames, with specific dimensions: mesh 1/2" square, rails 1 1/2" square, posts 2 1/2" square, post spacing 8' on center, height between 3' and 4'. Solid materials (wood, plastic, etc.) are not allowed on metal fencing.
- Delinquent assessments & credit reporting: Before the Association can turn over a debt to a collector or report a delinquency to credit agencies, the owner must receive a 45-day cure notice. If reporting, a separate notice (can be combined) must be sent at least 30 business days before reporting, and no fee can be charged to the owner for the actual reporting.
- Religious displays: Owners/residents may display one or more religious items based on sincere religious belief, but displays cannot threaten public health/safety, violate any law other than a religious-speech restriction, or contain patently offensive language/imagery. Placement must follow setback and building line rules.
- What this document doesn't cover: This supplemental filing does not replace or summarize the main CC&Rs, bylaws, or earlier recorded notices. It omits many typical HOA rules — such as pet limits, leasing restrictions, parking rules, architectural standards beyond pool fencing, or assessment amounts. For complete rules, homeowners must refer to the original governing documents.
