What Parks at Legacy Homeowners's governing documents say
The Villages at Legacy (formerly The Parks at Legacy) is a standard homeowners association (HOA) in Plano, TX, governed by a Declaration of Covenants, Conditions and Restrictions and related documents. These supplemental filings (amendments to the bylaws and Architectural Control Committee Design Guidelines) update the rules for single-family homeowners. The documents are partial updates, not the full governing rulebook.
- Director qualifications & residency: Directors must be owners of a Lot (or if ownership is in a trust, corporation, or partnership, a beneficiary, officer, partner, or employee) and must reside in the community; a majority of the Board must be residents of a Lot within the Association.
- Member meetings & voting: Annual meetings must be held within one year after Declarant conversion, and at least 10 days’ notice is required. For jointly owned Lots, only one vote may be cast; conflicting votes result in no vote counted.
- Budget & assessment notice: The proposed annual budget must be distributed to all members at least 10 days before adoption (or 30 days before fiscal year start). Assessments are set based on the budget, including reserves and capital improvements.
- Architectural review (ACC): Most exterior improvements require prior written ACC approval via a Property Modification Approval Request Form with plans, permits, and material details. The ACC must act within 30 days; failure to approve is deemed disapproval. Denials can be appealed to the Board.
- Fences, walls & gates: Wooden perimeter fences must be stained semi-transparent Pecan (Ready Seal preferred); painted fences are prohibited. Metal fences must be black ornamental metal. Front yard fences are generally not allowed unless for security exemptions. Gates must match the fence height and style.
- Landscaping & hardscaping: Artificial grass is not permitted in front yards or between street and side yard on corner lots. Large shade tree removal requires ACC approval. Vegetable gardens are only allowed in backyards. Boulders, pavers, and stepping stones must not be used in front yards between street and backyard fence.
- Exterior lighting & holiday lights: Permanent roofline holiday lighting is allowed Nov 1 to Jan 14, and up to 7 days before and 3 days after other major holidays. Lights must be static soft-white when used as security lighting. Animated, flashing, blinking, or color-changing lights are only permitted during Approved Holiday Periods.
