Westover Estates is a standard single-family homeowners association (HOA) in Plano, TX. These governing documents (Bylaws and Declaration of Covenants, Conditions & Restrictions) apply to all homeowners and residents. They establish strict rules about construction, appearance, parking, pets, and assessments to maintain a uniform neighborhood.
- Single-family residential use: Each lot is limited to one detached single-family dwelling used only for residential purposes, no taller than two stories. Minimum livable area is 2,000 sq ft (1,800 sq ft with ACC variance, allowed on no more than 20 lots). At least 75% of first-floor wall area must be masonry or masonry veneer unless otherwise approved.
- Architectural Control Committee (ACC): All construction, alterations, fences, landscaping, and satellite dishes require prior written ACC approval. Plans must be submitted; if not approved/disapproved within 30 days, approval is deemed given. The ACC has final authority over design harmony, materials, and colors.
- Parking & vehicles: No vehicle longer than 21 feet may be parked on the property for more than 24 hours in any 72-hour period unless concealed in a garage. Passenger cars, vans, motorcycles, and pick-ups in daily use are allowed. Boats, trailers, and recreational vehicles are generally prohibited. Temporary construction vehicles are exempt.
- Pets & animals: Only common household pets (dogs, cats, etc.) are permitted, no commercial breeding. Maximum of three of each type of pet per lot (e.g., 3 dogs and 3 cats). Pets must be confined to a fenced rear yard or on a leash when off the lot.
- Fences & landscaping: Front yard fences or hedges cannot exceed 3 feet in height and must be set back at least 15 feet from the front lot line. Side/rear fences can be up to 8 feet high, with structural supports not visible from the street. Landscaping must include fully sodded front/street-side yards and at least one tree in the front yard and two in the parkway.
- Signs: Only one 'For Sale' or 'For Lease' sign, not exceeding 6 square feet, is allowed per lot. All other signs are prohibited, except builder or developer signs during original construction.
- Assessments & fees: All lot owners pay annual assessments to fund maintenance of common properties and facilities. The initial annual assessment was at least $120 per lot; annual increases cannot exceed 15% over the previous year without a vote. Unpaid assessments accrue interest at prime plus 4% and create a lien on the lot.
