What Stagecreek Estates's governing documents say
Stagecreek Estates is a single-family-home HOA in Carefree, AZ — a master-planned community governed by a Declaration of Covenants, Conditions and Restrictions (CC&Rs). You own your lot and home; the association maintains common areas and enforces rules to protect property values. This document applies to all owners, occupants, and tenants.
- Architectural review: All exterior improvements (buildings, fences, landscaping, paint, etc.) require prior written approval from the Architectural Review Committee (ARC). Plans must include details on materials, height, color, and design. ARC decisions can be appealed to the Board.
- Parking & vehicles: No parking of cars, trucks, RVs, boats, or trailers on streets except for loading/unloading or with Board approval. Vehicles must be kept in enclosed garages or properly screened. Guest parking on driveways is limited to 4 consecutive days unless extended by Board permission.
- Pets: Only household pets (dogs, cats, and similar) are allowed — no livestock. No more than 2 animals may be kept outside a home. Pets must not create excessive noise or nuisance; Board decides what is unreasonable. Animal housing must be screened from neighbors.
- Leasing & rentals: Rental of a dwelling unit to a single-family tenant is allowed. Owners must give tenants a copy of the Declaration, Articles, Bylaws, and Association Rules, and provide a signed receipt to the Association within one week of occupancy. No short-term rental minimum is stated; leases are subject to Association Rules.
- Use restrictions: Lots are for single-family residential use only. No nonresidential business, timeshares, or further subdivision. Home businesses are allowed if not visible or detectable from outside, comply with zoning, and don't create nuisance or solicitation. Temporary occupancy in trailers, tents, or incomplete buildings is prohibited without Board approval.
- Assessments & fees: The Board sets annual Regular Assessments based on each lot's voting power (one vote per lot; per acre for parcels). Assessments may increase up to 20% per year or CPI, whichever is greater, after Turnover. Delinquent assessments accrue interest at 18% plus 4 percentage points over prime, plus collection costs and attorney fees, secured by a lien on the property.
- Signs, lighting & antennas: No signs except those required by law, one approved lighted identification sign, or other signs approved by ARC (including for-sale signs). Exterior lighting must not interfere with night views and must comply with town ordinances. Satellite dishes and antennas must be screened per ARC standards consistent with FCC rules.
- Height & building limits: Maximum building height is the town's zoning limit; no improvement over 2 stories. Chimneys must comply with town codes. Lots 9, 28, and 29 have limited buildable areas due to floodplain; no zoning variances allowed.
