The community is governed by this declaration, which includes rules on residential use, leasing, vehicles, signs, and architectural changes.
- Residential use & occupancy: All lots must be used only for single-family residential purposes. 'Single Family' means one person, a group of 2 or more related by blood/marriage/adoption, or up to 3 unrelated persons, plus domestic servants. Home businesses are allowed only if not detectable from outside, comply with zoning, and don't bring customers to the lot.
- Leasing & rentals: Leases are permitted but must be in writing, for the entire lot and residential unit, and have a minimum term of at least 30 days. A copy of each lease must be provided to the association, and the lease must require the tenant to follow the project documents.
- Vehicles & parking: No vehicles over 1 ton (except trucks up to 1 ton and RVs under 7 ft height/18 ft length used regularly) may be parked where visible from neighboring property. No repair work except emergencies, and no inoperable or unsightly vehicles. On-street parking is discouraged; vehicles should be kept in garages or driveways.
- Signs: Only certain signs are allowed: builder/declarant signs, one temporary 'for sale' or 'for rent' sign (max 5 sq ft) — but 'for sale' signs only after 1 year from conveyance, 'for rent' only after 2 years — plus one residential identification sign (max 9x30 inches), signs required by law, and signs approved by the Architectural Committee.
- Architectural review: An Architectural Committee (appointed by the Board) must approve all exterior improvements, landscaping, and changes visible from neighboring property. Rules and standards are set by the committee. Declarant and builders are exempt from some restrictions during development.
- Assessments & fees: Annual assessments are levied per lot. The maximum annual assessment starting 2005 was $760, automatically increasing each year by up to 10% or the CPI increase (whichever greater), plus utility/insurance adjustments. New homeowners initially pay only 25% of the annual assessment until occupancy or 6 months after building permit or 2 years after lot purchase. Special assessments require 2/3 member vote.
