What Windmill Village Homeowners Association's governing documents say
Windmill Village is a single-family home HOA in Chandler, AZ. The association maintains common areas; owners are responsible for their lots, including exterior maintenance and landscaping. The CC&Rs and a Board-adopted Street Parking Policy strictly regulate parking, with street parking allowed only for guests (up to 10 hours).
- Residential use & home businesses: Each lot is for single-family residential use only. Home businesses are allowed only if not detectable from outside, no employees other than residents, and no customer visits. Garage sales and similar sales require prior approval.
- Parking & vehicles: Vehicles must park in garages or on driveways; street parking is only for guests (maximum 10 hours) and must not obstruct traffic or be across from another parked vehicle. Recreational vehicles, boats, trailers, and commercial vehicles are not allowed if visible from neighboring property, except with committee approval. Repeated violations result in escalating fines ($25, $50, $75) and potential towing.
- Pets: Reasonable number of common household pets allowed, but not for commercial breeding. Pets must be kept indoors or within fenced yards, not run loose. Owners must clean up waste. The board can determine if a pet is a nuisance.
- Architectural review & changes: Any exterior change (painting, fencing, landscaping, additions) requires prior written approval from the Architectural Committee. Unapproved changes risk fines and required removal. Approval is deemed if not acted on within 45 days for resubmitted applications.
- Leasing & rentals: Only entire living units may be rented (no partial rentals). Leases must be in writing and subject to the CC&Rs; transient or hotel use is prohibited. Owners must notify the association of lease start/end and tenant names.
- Maintenance responsibilities: The association maintains common areas (landscaped areas, perimeter walls, entry features). Owners maintain their lots, including the interior side of perimeter fences, and must keep garages neat and garage doors closed except for entry/exit.
- Landscaping: Front yards must be landscaped within 120 days of purchase; failure results in fines ($250 then $50/day after 210 days). Only plant materials from an approved list may be planted without committee approval. Turf is limited to fenced rear yards.
